Utah licenses, lead rules and HOA approval

Utah DOPL license

Painting contractors in Utah generally hold a specialty license from the Division of Occupational and Professional Licensing. Very small jobs can fall under a handyman exemption, so ask what applies and verify the license online.

Utah’s own lead program

Utah is authorised by the EPA to run its own renovation lead program. Firms disturbing paint in pre-1978 homes need certification under the Utah program, so ask for the state certificate.

HOA and townhome rules

Many Utah County townhome and planned communities control exterior colors and schedule repaints. Read the CC&Rs or ask the management company first.

Rentals

For older rental units, tenants should get the lead pamphlet before renovation work disturbs paint.

Permits

Painting by itself rarely needs a permit. Repairs to stucco, decks or stairs may. Check with Provo or your city.

This is general orientation, not legal advice. Confirm with the agency named before work starts.
